Will most tire shops put on a set of wheels and tires for you even if you didn't buy them there. The wheels I am going to buy will be pre mounted and balanced. All I need is someone to do my mini lift and put on the wheels/tires. I am thinking it should be about 4 hours of labor charges.

It should be no problem for another shop to do this, Its like doing tire rotation except you putting different one on...It takes about 20 min tops...and I usually pay $20.00 and tip him $5.00...
Yep, that shouldn't be a problem. You may want to price out local 4x4 shops too since they do all that type of work regularly.

Ok, there is a place called Merchant's tires around the corner that sells many of the wheels I have been looking at. But I am sure their prices are much higher that what I am looking at on E Bay

When I bought mine, I had them put on at a local service station. They didn't charge much. If your tires are directional, make sure they install them correctly though!

My experience - and maybe something to keep in mind - if you don't buy your wheels/tires at a shop and then ask them to mount the tires onto your wheels or put the wheels onto your car, you will have a difficult time holding them to be liable for anything.
I had a shop mount a tire onto a wheel for me one time, I could tell the tech was not experienced and couldn't get the bead to seat properly - they tried to inflate it anyway and ended up over-inflating it and blowing out the tire - literally, looked like the rubber exploded - they claimed it was a tire defect and they were not responsible since I didn't buy the tire from them.
No, I haven't gone back there - and in a act of true karma, about 6 months later the entire store went out of business and the building torn down to make way for a new strip mall. What goes around...
