Anyone know if the PSI on New 24" rims should be same as NISSAN spec on OEM Wheels? Do we follow manual or follow new tire specs?

Use the recommended tire pressure for the new tires.

2 psi for every inch of rim greater than stock according to Discount Tire and Tire Rack. In this case you should be running at 47 lbs. I'm running at 39 on mine. Even wear. One of the prices you pay for having huge rims. Rides like rock.

What's the max pressure (from the sidewall) on these types of tires? That's really high pressure, typically only found on LT tires.

The Scorpion is 50 PSI. Intutiively I would think it should be in the 30s but that was the rule of thumb that they told me. I'd check with the seller.

I'd say follow what the manufacturer recommends cause they all have different max pressure limit that you don't want to exceed. Remember to keep it a few psi below the limit since heat tends to raise up the pressure in your tires.
