If I buy an unprogrammed n uncut key off of ebay will I be able to cut it, program it and be able to start the car and use the normal functions?

One thing to keep in mind - If you have a new key programmed to your vehicle you must have ALL your keys reprogrammed at the same time. Any time you program a key the code is changed, so that is why you need all the keys (including the valet key) reprogrammed at the same time.

You can get it cut but you need to take it to the dealer for programming.
