I purchased some like those on ebay for my Tahoe, and really they're nothing more than regular lights with a blue tint to them. I wouldn't waste my money if I were you.
True HID lights will come with ballasts and bulbs, and will run you at least $350-600. I've been wanting to upgrade too, but I just can't drop that kind of cash on headlights.
