Whenever this exact thing happened to me, it wound up being the HVAC heater control valve(see image below). I was able to quickly "*******" it to work again by unscrewing the front cover and pulling the little locking gear out and using a flatblade I manually turned it to open it. Worked beautifully for over a year until I replaced it.
