Agree with your diagnosis of poor seat quality.
I inserted a 1/4" - 3/8" piece of aluminum between the seat and the floor - retained the original bolt. This setup does not concern me with regard to safety. I would be cautious about using other longer bolts and washers. A stack of washers does not provide any lateral support to the bolt and make sure you are getting a grade 8 type bolt to avoid having it shear during a crash.
Not sure I'm ready to dig into the seat padding just yet. We throw a lumbar support pillow in the cab during long trips.
Seats are about average for a truck - but way below what I've become accustomed to in my Volvo.
